The day after the 2024 Olympic and Paralympic Games were awarded to France, and in conjunction with the French National Olympic and Sports Committee (CNOSF) and the French Paralympic and Sports Committee (CPSF), Laura FLESSEL, Minister of Sports, had entrusted to Claude ONESTA, indisputable personality of the French sports world, a mission of reflection and recommendation on the whole ecosystem of high performance.

The Minister has taken note of the report and wishes to thank Claude ONESTA for this work and this reflection without taboos, in a very singular context: for the first time in 100 years for the Olympic Games, and for the first time in history for the Paralympic Games, the events will take place in France.

After a presentation of the challenges, this work draws up an inventory of the French model, questioning all the stakeholders. A model that has worked and has created great champions for fifty years, but whose results are not always up to the means allocated. The report then highlights the need to renovate this model and leads to a certain number of recommendations.

It is on the basis of these recommendations that Claude ONESTA, at the request of the Minister, will henceforth lead an operational team, “Performance 2024”, responsible for exploring the avenues of advanced renovation.

This will allow both co-construction with stakeholders and adjustment of the organizational model without delaying the decisions to be made now. It will develop organizational scenarios to perpetuate a structure adapted to the challenges in the coming months.

The Minister renews all her confidence in Claude ONESTA to carry out this work, in conjunction with actors from the Ministry of Sports and the National Institute of Sport, Expertise and Performance (INSEP). This team will be supported by a project committee, bringing together sports experts and representatives of the CNOSF and the CPSF.
